Rules and Regulations for Assessment and Mutation matters
a. In case of new Assessment of Tax.
1. Tax and Mutation form (to be collected from cash counter of this municipality).
2. Photocopy of the deed (both sides) of the applicant.
3. Photocopy of the previous transfer deed/parcha (ROR)
4. Photocopy of the site/boundary plan.
5. Photocopy of Tax receipt of previous owner or inform the name of the owner, holding no. and locality of the adjacent land.
6. In case of transfer of property on and from 01.03.1997, Transfer Permission to be taken from this municipality.
7. All the above papers should be duly certified by local councillors.
b. Mutation of property in case of inheritance/succession
1. Mutation form to be collected from cash counter.
2. Affidavit of all the claimants’/successors, (married or unmarried) showing all the details of land and house.
3. Original deed along with one set Blue Print & a photocopy.
4. Photocopy of current Tax receipt.
5. Photocopy of death certificate of the original owner.
6. All the above documents should be duly certified by the local councillor.
C. In case of Residential houses:
1. For reassessment of Tax, prescribed form to be collected from Assessment Department.
2. Photocopy of last paid tax receipt duly signed by the local councillor.
3. For reassessment of commercial building, contact with the Assessment Department of this Municipality.
* After Registration of properties, 2 (Two) sets of papers to be submitted for Mutation and assessment of Tax:
1st Set Papers
1. Mutation Form duly filled in and signed by both the Applicant (Transferee) and the transferor.
2. Tax form duly signed by the applicant.
3. Property obtained by the applicant by any means such as direct purchase, gift, partition deed etc. the photocopy of that deed along with site plan (both sides) to be submitted Photocopy of parcha, if it is obtained before application for Mutation, to be submitted and photocopy of the deed (after Registration) to be submitted. Area of the land or house except road to be described in prescribed form.
4. 1 Copy of upto date Tax receipt of the seller. If there is no tax receipt of the seller, then the description of the adjacent land (left and right side) indicating the name of the owner of such adjacent land, name of the road to be mentioned in B Form (Tax Form) and to be mentioned in the application also.
5. Previous sale deed along with site plan photocopy (both sides) to be given and the plot no. Khatian No., J.L. No., Touzi No. of present sold property must be the same as in the previous deed. Or photocopy of the Parcha in the name of the sellers to be given and details of the land sold to be matched with the Parcha.
6. Other documents related to Parcha or Previous deed such as Death certificate, Power of Attorney, Partition deed, Mutation certificate – photocopy of all the above documents (both sides), as the case may be, to be submitted.
2nd Set Papers
1. Application in plain paper, in place of Mutation and Tax Form, addressed to chairman along with other documents mentioned in the 1st set of paper.
2. All the above mentioned papers and documents must be attested by the local councillor and to be submitted in a file cover mentioning the applicant’s name, present address and ward no.
Date and time of submission: Monday to Friday 10 a.m. to 2 p.m. and Saturday 10 a.m. to 12 noom.
Submission of papers beyond the scheduled hours may be accepted with special permission from the higher authority.
*Sale/Transfer permission (before Register)
1. Application for transfer to be made in prescribed format (to be collected from cash counter of this municipality).
2. Photocopy of current Tax receipt.
3. Photocopy of site plan.
4. Photocopy of deed (both sides) of applicant and copy of Parcha (ROR)
5. In case of land with House/Flat/Shop, Photocopy of the building plan sanctioned by this municipality.
